Pope Francis has made the fight against the sexual abuse of minors by ministers and the cover-up of such acts a priority of his pontificate. The handbook goes back to an initiative by the Pope, who organized a child protection conference in the Vatican in February 2019 to discuss the consequences of the abuse scandals of the church with bishops from all over the world. Two and a half months after the crisis meeting, he introduced an internal reporting requirement for abuse cases within the Catholic Church.
